[Five departments: Promote energy-saving and carbon-reducing transformation of infrastructure such as computing power, communication base stations, and computer rooms, and optimize the energy consumption structure] On November 4, five departments including the National Development and Reform Commission issued the "Action Plan for Implementing a Comprehensive Conservation Strategy." It proposes to vigorously promote energy conservation in key areas. Focusing on key industries such as steel, non-ferrous metals, petrochemicals, chemicals, and building materials, we will carry out energy-saving and carbon-reducing transformations "one industry per policy" to continue to improve energy efficiency. Actively promote the energy-saving and carbon-reduction renovation of existing buildings and promote the large-scale development of ultra-low energy consumption buildings. Promote energy-saving and low-carbon transportation, reasonably optimize vehicle energy consumption limit requirements, and vigorously develop new energy heavy trucks and green fuel ships. Increase the potential of energy-saving and carbon-reducing transformation of public institutions, and promote third-party governance models such as contract energy management. Promote energy-saving and carbon-reducing transformation of infrastructure such as computing power, communication base stations, and computer rooms, and optimize the energy consumption structure. Improve energy production efficiency, strengthen low-carbon transformation of coal power units, etc., and steadily reduce the comprehensive line loss rate of the power grid. By 2030, the value-added energy consumption of industrial units above designated size will be reduced by more than 10% compared with 2025, and energy savings of more than 150 million tons of standard coal will be achieved through energy-saving and carbon-reduction transformation in key industries.
