Canadian Prime Minister Mark Carney said Canada hopes to promote the establishment of a global "technology stability" agency to help oversee the development of artificial intelligence and ensure that the technology is safe. "There needs to be coordination," Carney said in an interview on Monday. "Ultimately, in our view, it makes sense to establish a technical stability board similar to the Financial Stability Board."

"This is an opportunity, and I think ultimately it means creating greater value, bringing greater value to people," he said.

Carney also said that the Canadian government will soon announce reform measures to improve the competitiveness of the country's tax system and speed up federal approval of major projects so that the approval can be completed within one year.

“Foreign capital is under-allocated to Canada,” Carney said.

When asked about the rising tensions between the United States and Canada over trade issues, Carney said he believed it was still possible for the two sides to reach a "mutually beneficial" agreement to lower trade barriers. "We're ready to sit down and negotiate and move forward on this," he said, adding that he welcomed Trump's comments over the weekend that he believed the two countries could reach an agreement soon.

At a summit organized by Carney in Toronto, he and senior officials are preparing to pitch to more than 100 of the world's leading investors, including Blackstone, Singapore's Temasek Holdings and Apollo Global Management. Canada has prepared a list of investment projects, including more than 160 projects requiring hundreds of billions of Canadian dollars, but some projects are still in the very early planning stage.

Investment opportunities include a proposed crude oil pipeline to Canada's west coast, the Ksi Lisims LNG export facility in British Columbia, and a C$14.5 billion (US$10.4 billion) data center park in Alberta. The governments of Ontario and Alberta have also produced promotional manuals each.
