Abstract:

Before the official launch of "GTA6", Rockstar announced new game mod specifications, which clearly restricted players from modifying the official plot and porting content between its different works. This specification went online on September 10 and applies to related creations carried out by players and modders around the "GTA" series.

The specifications require that Mods must not expand or modify the official storyline, plot, missions, characters and other existing worldview content of Rockstar works. Authors also cannot transplant maps, locations, characters, plots, game assets or other intellectual property content from one Rockstar game into another work.

In early 2025, the "Liberty City Protection Project" tried to rebuild the map of "GTA4" in "Give Him Love 5", but was subsequently removed from the shelves by Rockstar. The cross-work porting restrictions announced this time further clarify that such Mods are not allowed.

Multiplayer Mods can only be operated through the Creator Platform officially authorized by Rockstar, or otherwise directly licensed by the company. Mods may not allow the game to run on platforms, consoles or hardware devices not yet released by Rockstar Games, nor may they create or use cheat menus or other software that interfere with official multiplayer modes, online services and authorized creator platforms.

In terms of material use, Mods are not allowed to modify or reuse voice acting performances in Rockstar's published games; legal permission must be obtained to use the voices, images or likenesses of real people. Creators also cannot use Rockstar's intellectual property or logos to imply that a mod or custom server is officially endorsed or associated with the company.

The rules also prohibit pornographic content, as well as modules that promote violent extremism, self-harm, real threats, or endanger the safety of minors; abuse, bullying, threats, and harassment are also not allowed. Conflict role-playing and military simulations targeting realistic armed groups are also prohibited, and all mods must comply with Rockstar's user rules and community guidelines.

In terms of commercialization, all mods must remain non-commercial except those licensed by Creator Platform. Works approved for monetization can only be used in digital stores approved by Rockstar and comply with relevant laws and platform policies. The regulations prohibit random payment mechanisms such as real money gambling, loot boxes, and card drawings. They also prohibit the sale of game virtual currency, the use of cryptocurrency or NFT, and the provision of game assets, missions, DLC and other content produced by Rockstar for a fee.
