According to reports on December 9, domestic media reported that a private vehicle blocked the path of an ambulance in Langfang, Hebei Province, causing an elderly man to delay his medical treatment and unfortunately die. This matter has aroused heated discussion among netizens. The report mentioned that at about 7 o'clock in the morning on December 6, a white car allegedly refused to give way to an ambulance that was performing an emergency mission. Faced with the ambulance driver's shouts, the driver of the white car refused to give way, causing the ambulance to be forced to retreat, delaying the best treatment time. In the end, the old man died after the rescue failed.
Now, an official report shows that an ambulance encountered a resident's vehicle on an internal road in a community in Dachang Hui Autonomous County and was briefly blocked from traveling in the opposite direction. The public security agency immediately intervened in the investigation and administratively detained the illegal vehicle owner in accordance with the "Public Security Administration Punishment Law of the People's Republic of China."
The report mentioned that on the evening of the 7th, a resident sent a group message on WeChat in the community saying that the ambulance pulled his old man. Because of this delay, the old man missed the best time for treatment and passed away this morning (the 7th).
Lawyer Fu Jian believes that if the situation is true, if the white car refuses to give way and violates the "Public Security Management Punishment Law" and obstructs the passage of ambulances, it will face warnings and fines; in serious cases, it may also face administrative responsibilities such as detention. If medical evidence proves that the refusal to give way and the delay in treatment are related to the patient's death, the car owner will also be liable for civil compensation.
If the car owner knows that the patient needs medical treatment, and after seeing the ambulance entering the community, deliberately parks the car into the only channel of the community and blocks the ambulance from leaving, with the intention that the patient will not receive timely treatment and die, he is suspected of intentional homicide.
