The "Guangzhou Electric Bicycle Management Regulations" (hereinafter referred to as the "Regulations") will come into effect on December 30, 2024. Among them, "speed limit 15 kilometers per hour" is one of the most concerned clauses of the new regulations. It is understood that with regard to road traffic violations such as running red lights, speeding, and driving in the wrong direction on electric bicycles, the "Regulations" clearly state that according to the "Road Traffic Safety Law of the People's Republic of China",The maximum speed when driving in non-motorized lanes shall not exceed 15 kilometers per hour, and driving in the opposite direction or drunk driving is prohibited.
Some netizens said that the new regulations will have a greater impact on people who rely on electric bicycles for a living, such as delivery riders.
According to media reports, Hu Gang, founding president of the South China Urban Research Association and professor at Jinan University, said,Electric bicycles have become a daily necessity for many people, and service industries such as food delivery are also very dependent on them. Multi-party efforts are needed to solve the problem. For example, food delivery platforms need to set meal delivery times based on data after speed limits.
It is worth noting that many provisions of the new regulations mention instant delivery companies and clarify the right of instant delivery companies to control illegal drivers.
Article 45 of the new regulations stipulates,Instant delivery companies should follow the standards of abiding by traffic rules and driving law-abidingly to complete delivery tasks, taking into account factors such as walking and waiting of delivery personnel, and reasonably set delivery time limits and routes.
Instant delivery companies should implement dispatch control on drivers who commit serious traffic violations such as running red lights, speeding, and driving in the wrong direction more than three times a week.
In addition, Article 41 of the "Regulations" mentions that for electric bicycles used in instant delivery and other livelihood service industries, the traffic management department of the public security organ should issue special number plates.
Driving an electric bicycle used in instant delivery and other livelihood service industries on the road should display a special number plate.
Anyone who drives an electric bicycle used in instant delivery and other livelihood service industries without a special number plate on the road will be fined not less than 50 yuan but not more than 200 yuan by the traffic management department of the public security organ.
