[China emphasizes that political diplomacy is the solution to the Iranian nuclear issue] September 10th, the International Atomic Energy Agency (IAEA) Board of Governors will review the Iranian nuclear issue on September 9th. Ambassador Li Song, Permanent Representative of China to the International Atomic Energy Agency, made a speech to explain China’s position. Li Song pointed out that since June last year, the United States and Israel have carried out two military attacks on Iran’s peaceful nuclear facilities that are subject to the International Atomic Energy Agency’s safeguards and supervision, which has caused serious obstacles to the safeguards cooperation between Iran and the agency. It has also dealt a serious blow to the NPT mechanism and is the fundamental reason why the cooperation between Iran and the agency has not been able to return to the right track. Li Song emphasized that engaging in political confrontation in the Council will not solve the Iranian nuclear issue. Forcibly passing a resolution will only intensify conflicts, and there is no way out if it is submitted to the Security Council. The historical evolution of the Iranian nuclear issue fully proves that political and diplomatic settlement is the solution to the Iranian nuclear issue. In June this year, the United States and Iran signed a phased memorandum of understanding, which is a valuable result of multi-party mediation. Once the door to negotiations is open, it should not be closed, and as long as there is still hope for peace, we should not give up. The top priority is to cool down the situation and return to dialogue and negotiation. China will make unremitting efforts to promote a political settlement of the Iranian nuclear issue and promote peace and stability in the Middle East. During the meeting, member states of the International Atomic Energy Agency held heated debates and voted to adopt a resolution on the Iranian nuclear issue jointly promoted by the United States, the United Kingdom, France, and Germany. Among the 34 member states with voting rights in the Council, China, Russia, and Niger voted against the resolution, while 8 developing countries including Brazil, South Africa, India, Egypt, and Thailand abstained from voting.
