The “15th Five-Year Plan” outline clearly proposes to build a multi-level computing power facility system and a national integrated computing power network. In order to promote the high-quality development of the computing power industry and serve the country's major strategies and economic and social development needs, four suggestions are put forward: First, strengthen system planning, improve the efficiency of computing power utilization, accelerate the construction of a "hub-region-edge" multi-level integrated computing power architecture, and promote the monitoring and efficient use of computing power resources; second, strengthen the integration of computing power networks, build a solid foundation for collaborative development, and build high-speed interconnection and ultra-low latency computing. The third is to strengthen technological innovation, support the development of high-end chip architecture and technical research on industrial ecological development, speed up the preparation of guidelines for the construction of a computing power standard system, make good use of the computing power industry platform, and unite the efforts of industry, academia, and research; the fourth is to strengthen applications, activate data fusion engines, and promote cloud computing power to empower small and medium-sized enterprises to reduce computing costs and application thresholds.
