Zhang Zhu, Secretary of the Party Leadership Group and Minister of the Ministry of Agriculture and Rural Affairs, attended the meeting and delivered a speech. The meeting emphasized that we should pay close attention to the autumn management and autumn harvest, focus on the field management in the later stage, organize the supply and demand docking of agricultural machinery in advance, and seize the good weather to promote the autumn grain harvest. We must do everything possible to stabilize winter wheat production, tighten the party and government responsibilities for food security, confirm the sowing area, improve sowing quality, combine growth control and growth promotion to cultivate strong seedlings before winter, and lay a solid foundation for next summer grain production. The integration of agricultural machinery and agronomy has promoted the increase in rapeseed yields in large areas, and multiple measures have been taken to increase oilseed production capacity. It is necessary to pay close attention to the impact of super El Niño climate, refine emergency plans for meteorological disasters and pests, diseases, and weeds, solidly promote the construction of high-standard farmland, continue to carry out farmland ditch repair and plain waterlogged area management, speed up the filling of shortcomings in emergency capabilities such as drying and storage, and improve agricultural disaster prevention, reduction, and relief capabilities.
It is necessary to promote stable prices and ensure the supply of agricultural inputs such as chemical fertilizers, vigorously promote water-saving and fertilizer-saving technologies such as water-fertilizer integration, and effectively ensure the demand for fertilizers in agricultural production. The meeting requested that all work on agricultural production in autumn and winter should be coordinated, efforts should be made to ensure a balanced supply of "vegetable basket" products, vigorously strengthen the quality and safety supervision of agricultural products, continue to promote comprehensive regulation of pig production capacity, accelerate the high-quality development of grass-fed livestock industry, strengthen animal disease prevention and control, do a good job in linking the production and marketing of agricultural products, and effectively ensure the stable and safe supply of important agricultural products such as grain. We must pay close attention to agricultural production safety in autumn and winter, focus on key areas such as marine fishing boats, agricultural machinery, and limited space operations, comprehensively investigate and rectify hidden risks, pay close attention to detailed prevention and rescue measures, and resolutely curb the occurrence of major accidents. B[Two major science and technology innovation platforms for brain-computer interface in Wuhan unveiled] On September 19th, the Wuhan Brain-Computer Interface Concept Verification Center and the Wuhan Future Industry Technology Innovation Scenario Laboratory were officially unveiled at Tongji Hospital Affiliated to Tongji Medical College of Huazhong University of Science and Technology on September 18. The proof-of-concept center is mainly responsible for technical verification work such as animal experiments, researcher-initiated research, and multi-center randomized double-blind GCP experiments, etc., to lay a solid foundation for the safety and application effectiveness of brain-computer interface technology. The Future Industrial Technology Innovation Scenario Laboratory focuses on clinical application and promotes the expansion of brain-computer interface technology into entertainment, education, high-risk industries and other fields, and builds a complete closed loop of basic research, technology transformation, and industrial implementation. It is proposed to enhance the core competitiveness of biomedicine. Accelerate the establishment and operation of platforms such as the Hohhot Bio-Intelligent Manufacturing Valley, focus on nucleic acid drugs, cell and gene therapy, "AI + medicine" and other characteristic new tracks, and promote the biomedical industry to leapfrog from scale advantages to technology leadership. Consolidate and enhance the global market leading position of animal vaccine products such as foot-and-mouth disease vaccine, accelerate the research and development of African swine fever vaccines, strengthen the promotion and application of new vaccines and multi-linked multivalent vaccines in the region, and improve the prevention and control capabilities of major animal diseases. Leverage the platform advantages of the company's P3 laboratory to accelerate the development and industrialization of cutting-edge products such as mRNA vaccines and mucosal vaccines, and build a world-leading intelligent manufacturing benchmark for animal vaccines. Deepen the secondary development of traditional Chinese medicine (Mongolian medicine), use synthetic biology technology to enable the discovery and efficient preparation of functional components of characteristic Chinese medicine (Mongolian medicine), and create a modern traditional Chinese medicine (Mongolian medicine) industrial system with Inner Mongolian characteristics. B[Inner Mongolia: Accelerate the implementation of key projects in the biomanufacturing industry around key areas such as biofood, biomedicine, and biochemicals] On September 11, the General Office of the People's Government of the Inner Mongolia Autonomous Region recently issued the "Action Plan for Accelerating the High-quality Development of the Biomanufacturing Industry in the Inner Mongolia Autonomous Region." It is proposed to focus on key core technologies to tackle key problems. Focusing on key areas such as bio-food, bio-medicine, and bio-chemical industry, we will accelerate the implementation of key projects in the bio-manufacturing industry. Focusing on the construction of efficient bacterial strains, AI-assisted synthesis, design and transformation of key enzymes, and technological upgrading of existing products, as well as efficient conversion of non-food biomass, new animal vaccine technologies, etc., a number of autonomous region science and technology plan projects will be deployed and implemented. Support enterprises to take the lead in forming innovation consortiums, integrate superior scientific research forces inside and outside the region to carry out collaborative research, and deeply integrate into the national biomanufacturing innovation network. Strengthen the design of the entire industry chain standard system, coordinate and promote the formulation, implementation and application of standards, deploy standard research and development in key links and frontier areas in advance, support enterprises, universities, scientific research institutions, etc. to lead or participate in the formulation and revision of national, industry, group and enterprise standards, and enhance the voice of standards. B[The Iran war and the AI craze are pushing up inflation, and the effect of the Federal Reserve's interest rate hikes may be compromised] On September 10, Federal Reserve officials have hinted that they are prepared to raise interest rates if inflation does not improve soon. However, they may find that their main policy tools may not be able to exert much restraint in the face of some of the factors currently driving up price increases. Based on futures contracts, investors currently expect about a 60% chance of the Fed raising interest rates at its Sept. 15-16 meeting. Stephanie Roth, chief economist at Wolfe Research, said, "The key factors driving inflation above trend levels are the Iran war, tariffs, and chip shortages. Even if the Fed raises interest rates once or twice, it is unlikely to fundamentally change this background." B[Ministry of Agriculture and Rural Affairs: By 2030, the high-quality development of the animal husbandry industry will reach a new level] On September 10, the Ministry of Agriculture and Rural Affairs issued the "15th Five-Year Plan for the Development of the National Animal Husbandry and Veterinary Industry." It is planned to approve 19 group standards including the "Guidelines for the Classification and Protection of Animal Specimens Exhibition in Museums". The guidelines initially recommend that first-class specimens such as holotype specimens, national first-level protected animal specimens, and rare type specimens must be displayed in closed display cabinets, and naked display is prohibited. After evaluation, secondary specimens can be displayed in limited nudity, but the exhibitors must set up isolation guardrails, minimum safety distances and anti-touch facilities. Level 3 ordinary specimens can be displayed naked, but according to preliminary recommendations in the guidelines, exhibitors should install no-touch signs and clearly identify real specimens and simulation models. The guidelines also clarify the restrictions on specimens that are allowed to be displayed naked, including the height of the exhibits, the horizontal distance between the audience, and the form of isolation. In addition, any specimens that have residual antiseptic agents, are easy to fall off, are easy to tear, or are easily damaged by beating must not be displayed naked.
