Abstract:
The European Commission recently announced that ChatGPT, Reddit and Roblox have been officially recognized as "very large" online services under the framework of the Digital Services Act. ChatGPT is classified as a "very large online search engine", while Reddit and Roblox are classified as "very large online platforms". Therefore, the three will be subject to stricter supervision and review.

According to relevant regulations, OpenAI needs to take measures to reduce the potential impact of ChatGPT on minors, pay attention to users’ mental health risks, and curb the spread of illegal content. Platforms must also increase the transparency of recommendation algorithms and explain how content recommendation mechanisms work.
The "Digital Services Law" stipulates that platforms or search engines with an average monthly user count of 45 million in the EU can be recognized as "super-large" services. Once included in this category, platforms are prohibited from targeting minors with ads, nor are they allowed to exploit a user's sexual orientation, religious beliefs, ethnic background, or political views for ad targeting.
ChatGPT, Reddit and Roblox must complete relevant compliance work before the end of December 2026. Henna Verkunen, the European Commission's Executive Vice President for Technology Sovereignty, Security and Democracy, said that these new designations mean that the three services will receive higher standards of supervision and accountability in the EU because they have had a wide-ranging impact on European citizens and society.
