Szijjarto has been in charge of Hungary’s diplomacy and foreign economic affairs for twelve years. During his tenure, he has long been exposed to core secrets of the country’s diplomacy, economy, trade and national security. The core of the controversy is that he quickly joined BYD after retiring from public office. It was during his tenure that he personally negotiated and promoted the implementation of the company's major investment projects in Hungary. The rapid switch between public office status and corporate employment has triggered multiple public doubts about public ethics, benefit transfer and national security risks.

Official archived information shows that the BYD Hungary project involves a national infrastructure supporting investment of more than 70 billion forints. During his tenure, Szijjarto not only promoted the project to be awarded the national key economic investment qualification and provided core policy support for the implementation of the project, but also led the construction of a complete set of supporting infrastructure such as roads, railways, and water supply pipe networks in the factory area. He also opened a green channel and accelerated visa approval for Chinese migrant workers. The number of Chinese people entering the country was basically the same as the number of local jobs promised by the factory. The Tisza caucus stated that since the project involves a huge investment of national resources, the people have the right to know the full story of the incident, so it initiated this parliamentary inquiry.

Czakó-Czirbus Pál, a member of the National Security Committee of the Hungarian Parliament and a member of the Tisza Party, is one of the main promoters of this inquiry. He bluntly said that Szijjarto used his public power to pave the way for BYD to launch in Hungary during his tenure. After leaving office, he immediately joined BYD as a senior executive, which made people question whether his negotiating position during his performance of duties deviated from Hungary's national interests.

It is reported that the Foreign Affairs Committee of the Hungarian Parliament proposed to launch an inquiry into Szijjarto’s appointment as BYD as early as August. This special inquiry by the National Security Committee is a further in-depth verification of the incident.
