Google selects Finland for its largest single investment in European history, purchasing half of nuclear power plant output

Abstract:

American technology giant Google announced that it plans to invest at least 13 billion euros (approximately US$15 billion) in Finland's digital and artificial intelligence (AI) infrastructure from 2027 to 2028. This is Google's largest single investment project in Europe to date. It aims to fully consolidate its client-side and cloud computing power base in Europe through large-scale expansion of green data centers and clean energy facilities. It is expected to create tens of thousands of jobs across Finland and significantly stimulate economic growth.

According to the expansion plan announced by Google, the tens of billions of investments will cover the construction of new data centers and supporting infrastructure in Hamina, Kajaani, Muhos and Vaala, Finland, and will also be deeply tied to local clean energy and community development funds. Unlike southern Finland, where technology companies generally concentrated on construction in the past, Google has deliberately shifted the focus of new facilities to central and northern Finland to make full use of the local abundant carbon-free energy and the existing power grid structure, and reduce new investment in power transmission and transformation throughout the territory. During the peak construction period, the project is expected to contribute an average of 3.6 billion euros to Finland's GDP each year and directly or indirectly support more than 37,000 jobs throughout the country, including about 16,000 engineering and construction jobs.

In the context of facing an industry-wide AI power shortage, the core support of this huge investment is a long-term nuclear power purchase agreement of great strategic significance. As a key part of the energy security plan, Google signed a 22-year power purchase agreement (PPA) with Fortum, the Finnish state-owned energy utility giant, to fully support the implementation of the life extension plan of the Loviisa nuclear power plant adjacent to the Hamina campus. The nuclear power plant currently supplies about 10% of Finland's electricity consumption, and Google's long-term underwriting commitment locks in up to 50% of its stable baseload power output. In addition, the two parties also signed a memorandum of understanding to jointly explore the feasibility of adding flexible power and new reactors to the existing campus. In addition to nuclear power underpinnings, Google has also reached an onshore wind power underwriting agreement with Valorem and Suomen Hyötytuuli along the Gulf of Bosnia, bringing 629 MW of new wind power grid-connected capacity to the Finnish power grid, and deployed a 94 MW giant battery energy storage system near Kajaani to mitigate the risk of wind power fluctuations.

In terms of community empowerment and local technology ecological synergy, Google has committed to injecting 31 million euros into the four host cities within four years to establish an economic community partnership fund, including 10 million euros in targeted funds for scientific research and cutting-edge innovation, and to support heat pumps and solar energy renovations for low-income households. In addition, Google's Artificial Intelligence Opportunity Fund (AI Opportunity Fund) will work with local Finnish schools and industry alliances to provide professional training in AI skills for more than 4,400 industrial workers, and will jointly train 100 young data center technical talents with vocational schools. More than 600 local Finnish suppliers, including telecommunications equipment manufacturer Nokia and local communications operator Elisa, will also be deeply integrated into the network construction and supply chain system of Google's Nordic hyperscale data center.

Ruth Porat, president and chief investment officer of Alphabet, Google’s parent company, said that this largest single investment in Europe is a milestone based on Google’s 15 years of solid cooperation in Finland. It fully reflects Google’s long-term commitment to expand technology infrastructure in a responsible manner and deeply integrate the expansion of AI computing power with local energy sustainability. Finnish Minister of Climate and Environment Sari Multala highly affirmed this move, believing that it is a strong proof that it is completely feasible to deploy the next generation of AI infrastructure in a way that takes into account community interests and the health of the energy grid. With its stable low-temperature climate, clean power endowment, and advanced digital base, Finland is steadily becoming the core hub of Europe's new generation of artificial intelligence infrastructure.
