The National Immigration Administration held a press conference in Beijing on September 15, announcing that a new version of the People’s Republic of China’s permanent residence identity card for foreigners (hereinafter referred to as the “Permanent Residence Certificate”) will be officially issued and launched on December 1 this year, and the new version of the permanent residence card format will be released at the same time. After the new version of the permanent residence permit is activated, the current version of the permanent residence permit can still be used during the validity period. The holder can apply for a new version of the permanent residence permit in a timely manner according to personal needs.

The permanent residence permit is a legal identity document issued by the National Immigration Administration to qualified foreigners after they are approved to permanently reside in the country. This card can be used alone as a personal identity document. The holder can use it as a legal certificate in occasions where personal identity needs to be proved, such as accommodation registration, purchase of car (ship, plane) tickets, etc., and there is no need to show his or her foreign passport.

On the basis of maintaining the basic style of the current version, the new version of the Permanent Residence Certificate has newly added five-star elements that reflect the national logo, optimized and beautified layout, adopted more advanced anti-counterfeiting technology, and improved document information storage and application management service methods. The new version of the permanent residence permit has upgraded technology and enhanced functions. After the new permit is activated, the holder can handle personal matters such as transportation, daily consumption, and finance online through the Internet platform, which will further facilitate the holder's work, study, and life in the country.

According to the relevant person in charge of the National Immigration Administration, the launch of the new version of the permanent residence permit is a practical measure to ensure the country's high-level opening to the outside world and improve the informatization level of foreign management services. It will help improve the quality and efficiency of immigration management services, better serve overseas talents coming to work, study, and live in China, and implement the strategy of strengthening the country with talents. In the next step, the National Immigration Administration will work with relevant departments to accelerate the matching upgrading and transformation of information systems, facilities and equipment in various related industries, expand the scope of applications, improve experience satisfaction, and fully and smoothly achieve the functional goals of the revised permanent residence permit.
