The U.S. Department of Defense officially announced on Wednesday that it has signed a five-year Microsoft software supply and services contract with Dell worth approximately US$9.7 billion. This huge project, known as the "Microsoft Defense Warfare Enterprise Software Agreement II Core Enterprise Technology Agreement," will be implemented by Dell's "Dell Federal Systems" department, which specializes in serving government agencies. After fierce competition and selection, Dell finally stood out.
According to Defense Department Chief Information Officer Kirsten Davies and Acting Navy Chief Information Officer Barry Tanner at a Pentagon press conference, the agreement will provide the U.S. military, intelligence community and the U.S. Coast Guard with Microsoft 365, premium cloud subscription services and local licensing. Tanner noted that all vendors were rigorously evaluated based on competitiveness, comparison to General Services Administration (GSA) standard prices, and the Department of Defense's overall value chain, with Dell coming out on top during the evaluation process. Officials stated that this move will streamline and integrate key software and services, eliminate duplication and redundancy in technology licensing between the Department of Defense and subordinate government agencies, and provide a unified license acquisition platform.
Defense Chief Information Officer Davis further revealed that the agreement is expected to save the Pentagon approximately $422 million annually by consolidating existing information technology (IT) budgets of various services and agencies into a single and efficient channel. Currently, the Pentagon is facing tremendous pressure from Congress to deliver a clear audit report, especially in the context that the Department of Defense is applying to Congress for a huge budget of up to $1.5 trillion in fiscal year 2027.
It is worth noting that the signing of this contract comes at a time when Dell founder and CEO Michael Dell has a close relationship with the Trump administration. Last year, Michael Dell pledged $6.25 billion to fund an investment account for children known as the Trump Account. Dell itself is not only a major buyer of Windows PC licenses and has a long-term cooperation with Microsoft, but also actively interacts with the current government politically. Michael Dell publicly congratulated Trump on winning the presidential election in 2024, saying he looked forward to continued progress and opportunities under his leadership, and has joined Trump's Presidential Science and Technology Advisory Committee.
President Trump also favors Dell. At a Mother's Day event at the White House earlier this month, Trump publicly called on the public to "buy a Dell computer" after praising the Dell family's generous donation to the "Trump Account."
