As the Internet safety and privacy protection of teenagers has attracted increasing attention, New York State in the United States is about to officially implement a heavyweight new regulation. According to the latest final implementation details released by New York State Attorney General Letitia James, the "SAFE for Kids Act" (Protecting Children's Safety Act), which aims to strengthen the online protection of minors, will officially take effect on January 25, 2027.
By then, New York State residents who wish to continue browsing algorithm-recommended content streams on social platforms such as Instagram or TikTok, or who want to receive platform push notifications late at night, will have to complete an age verification first.

This new regulation stems from a bill signed by New York State Governor Cathy Hochul in June 2024. The newly announced implementation details set forth extremely strict technical and operational standards for applicable platforms, clarifying details such as how to determine a user's age and how to obtain parental consent. Any social media platform that contains user-generated content and in which users spend at least 20% of their time browsing algorithmically recommended streams falls within the scope of regulation. Once the bill takes effect, platforms that fail to comply will face fines of up to $5,000 per violation.
In order to open the algorithmic recommendation flow to adult users and send push notifications between 12 midnight and 6 am the next morning, platforms must use methods to confirm user age with an accuracy that meets certain thresholds. Although the detailed rules do not limit the specific verification method, they make rigid provisions on accuracy—the verification system must meet an extremely low false alarm rate and have an anti-bypass identification capability of up to 98%. While submitting a valid government-issued ID is one path to compliance, regulations mandate that platforms provide at least one alternative verification option for non-ID documents. In addition, for privacy protection considerations, all personal information collected by the platform during the age verification process must be destroyed or desensitized immediately after the verification is completed.
In addition to restrictions and verification on adult users, the rules also specify in detail how the platform should legally and effectively obtain the informed consent of their guardians when opening specific functions to minors, thereby building a comprehensive digital barrier to protect the physical and mental health of teenagers.
