According to the official website of the Ministry of Transport, the "Measures for the Administration of Safety Inspections of Railway Passenger Transport" were passed at the 27th Ministry Meeting on December 1, 2023.It is hereby announced and will come into effect on February 1, 2024.(Click here to view the original text) The following are excerpts from some of the changes:
The new regulations further improve safety inspections in all aspects of railway passenger transportation.
Improve security inspection methods, implement a combination of security inspection equipment and manual inspection, and increase the number of open security inspection channels. Daily passenger security inspection wait times generally do not exceed 5 minutes.
Regulations such as security inspections and priority inspections for key passengers will no longer be implemented for transfers within the station. This will not only strengthen all-round security inspections to ensure the safety of passengers entering the station, but also provide convenience for passengers.
Encourage the orderly connection between railways and urban rail transit, civil aviation, roads, waterways, etc. to achieve mutual recognition of security inspections and avoid duplication of safety inspections.
In addition, the new regulations further clarify the disposal measures for prohibited and restricted items.
First, it is clear that when items that are prohibited from being checked in or carried as carry-ons are found, early disposal measures should be taken.
The second is to clearly define the measures to be taken when passengers are found to be carrying items that are prohibited from being carried as carry-on items but can be checked in, or items that exceed the specifications and quantity limits for carry-on items.
Third, it is clarified that railway transportation enterprises should handle discovered firearms, bullets, explosives, control devices and other items in accordance with the regulations of relevant national departments.
