Abstract:
TSMC is exploring the possibility of cooperation with Elon Musk’s Terafab project. According to recently disclosed information, the two parties have discussed potential cooperation with the goal of establishing a more complete and advanced semiconductor manufacturing system in the United States.

The Terafab project is regarded as one of Musk's most ambitious plans in the semiconductor field. Unlike traditional wafer fabs that focus on a single manufacturing link, Terafab hopes to integrate multiple key links such as chip design support, logic chip manufacturing, memory production, advanced packaging, testing and mask production into the same park to create an integrated manufacturing center covering the entire industry chain.
The news shows that TSMC may be responsible for building wafer manufacturing-related capabilities in the project, while Terafab will be responsible for financial support, equity participation, long-term purchase agreements and other commercial-level supporting arrangements to ensure that the new production capacity has the ability to continue operating.
In fact, Terafab has previously established a cooperative relationship with Intel. According to previously disclosed information, Tesla will become one of the important customers of Intel's 14A process, and Terafab originally planned to introduce Intel's advanced manufacturing capabilities. However, as the project progresses, speculation about cooperation models and technical route adjustments has begun to emerge in the market.
The industry generally believes that even if TSMC joins the project, it does not necessarily mean that Intel will withdraw. In the future, Terafab may integrate the resources of two foundry companies at the same time and carry out division of labor and collaboration based on different product and process requirements. However, there is still great uncertainty about whether TSMC is willing to introduce the most advanced manufacturing processes into the project. TSMC has long preferred to keep its most cutting-edge manufacturing technologies locally produced in Taiwan.
The reason why the Terafab project has attracted great attention is largely due to its attempt to break the current highly fragmented model of the global semiconductor industry chain. At this stage, the production of an advanced chip often requires spanning multiple countries and companies, involving wafer manufacturing, packaging and testing, and various professional suppliers. Terafab hopes to integrate these links into the same location as much as possible to improve efficiency and enhance supply chain autonomy.
However, building such a super semiconductor base faces huge challenges. In addition to tens of billions of dollars in capital investment, it also requires a large amount of equipment supply from manufacturers such as ASML, Lam Research, KLA, and Tokyo Electronics. Since advanced semiconductor equipment often needs to be booked years in advance, full production capacity cannot be built quickly even if there is sufficient funds.
It is understood that Terafab has begun to purchase some equipment and tools from relevant equipment suppliers, indicating that the project is gradually moving from conceptual planning to the actual construction stage. Considering the construction cycle of modern advanced wafer fabs, the industry expects that it will still take several years for the first batch of chips to be put into production.
At the same time, news has been circulating in the market recently that TSMC is considering building a second large-scale manufacturing park in the United States. Since Terafab is located in Texas, and the state is also regarded as one of TSMC's potential future investment locations, the contact between the two parties is considered to be of certain strategic significance. Some analysts even believe that Terafab may become an important customer and partner of TSMC's new U.S. production base in the future.
As for the rumors of cooperation, Musk said that the two parties are currently only in the discussion stage, but there is the possibility of cooperation in the future. TSMC has not yet officially announced relevant plans. As the United States continues to promote the development of its local semiconductor industry, if this potential cooperation finally comes to fruition, it may become an important step in the construction of the advanced chip manufacturing ecosystem in the United States.
