At the press conference, the State Administration for Market Regulation announced 6 typical cases to the public, including the case of Beijing HNA Certification Center Co., Ltd. issuing false certification conclusions, Shanghai Tianwei Certification Technology Co., Ltd. reducing or omitting the procedures stipulated in the certification rules, and failing to conduct effective follow-up investigations on its certified products.

Urge e-commerce platforms to intercept 37,000 illegal power bank products
Yang Dong, deputy director of the Certification and Supervision Department of the State Administration for Market Regulation, said that the quality and safety of power banks are related to the personal and property safety of consumers and public safety. On August 1, 2024, power banks will be included in the CCC certification management. As of now, there are 4,258 valid certification certificates and 428 certified organizations. "To support the implementation of new standards next year, we revised and released a new version of the power bank product certification implementation rules in May. By paying close attention to implementation quality, the quality and safety level of power bank products has been significantly improved."
"At the same time, we found that there are still production and sales of power banks without CCC certification on the market, which has become an important hidden danger to the quality and safety of power banks."
Yang Dong pointed out that in order to further eliminate hidden dangers, the State Administration for Market Regulation issued the "Notice on Carrying out Centralized Rectification of Power Banks without CCC Certification", deploying a three-month centralized rectification from July to September, and phased progress has been made.
First of all, comprehensively search for clues and dig deep into the illegal chain. Market supervision departments at all levels focus on production enterprise clusters and electronic wholesale markets, carry out drag-net investigations on production and sales links, dig deep into illegal clues, establish problem clue ledgers, and implement closed-loop management of "discover one item, record one item, investigate and deal with one item, and cancel one number".
So far, local market supervision departments have supervised and inspected 425 power bank manufacturers, 1,496 sales markets, 55,600 stores, 812,000 shared power banks and online sales of power banks, and found 395 clues to problems. The General Administration also dispatched six undercover investigation teams to Beijing, Liaoning, Hubei, Jiangxi, Guangdong, Sichuan and other places, and clues to relevant issues have been handed over to local authorities for investigation and handling in the form of reminder letters.
Secondly, we need to consolidate the responsibilities of platform entities and standardize the order of online sales. Yang Dong introduced that e-commerce platforms are urged to include "three noes" power banks, products without CCC logos, products with CCC certificates revoked or suspended, and "CCC stickers" into prohibited sales catalogs, and take measures such as taking them off the shelves and closing stores; they also need to connect to the CCC certificate online verification interface to achieve automatic comparison of certificate status, real-time interception, and timely clearance of stock of problematic products.
Since the launch of the centralized rectification campaign, 7 major e-commerce platforms have been urged to conduct 3.763 million online inspections, 37,000 illegal power bank products have been intercepted, and 3,831 stores have been urged to remove or block the listing of products. At present, major e-commerce platforms have implemented bans on sales and regularly report investigation data, and the phenomenon of sales of power banks without CCC markings has been significantly reduced.
The third is to severely crack down on illegal activities and strengthen warnings and exposures. Yang Dong said that so far, market supervision departments in various regions have settled 122 cases. During the centralized rectification actions, local market supervision departments also formed a number of typical cases, using cases to explain the law and promote reform.
The fourth is to strengthen publicity and guidance and create an atmosphere of shared governance. Market supervision departments in various regions popularize CCC certification and power bank purchase knowledge through news releases, new media and other channels, publish consumer tips to help consumers identify traps such as fraudulent use of CCC certification marks and expired certificates; open the 12315 reporting channel, collect and handle illegal clues immediately, respond to concerns in a timely manner, and create a good atmosphere in which the whole people pay attention and jointly supervise the quality and safety of power banks.
Strictly crack down on the "hidden rules" of the false certification industry
Every reporter learned at the press conference that since this year, the State Administration for Market Regulation has deployed a special campaign to raise the threshold for certification institutions. From the perspectives of certification personnel, professional capabilities and the authenticity of application materials, it has effectively strengthened the review and control of institutional access and qualification renewal applications, and promoted the "downsizing and quality improvement" of certification institutions.
Ji Xiaoling, market inspection specialist of the State Administration for Market Regulation, said that quality certification is connected to industrial supply and consumer safety. In recent years, illegal activities such as false certification, buying and selling certificates, and selling products in the compulsory product certification catalog without certification have not only directly infringed on the rights and interests of consumers, but also seriously eroded the credibility of the certification system. "The State Administration for Market Regulation has always regarded law enforcement in the certification field as a key task of law enforcement and inspection, and strives to standardize the order of the certification market to build a solid guarantee for promoting high-quality development."
Talking about specific measures, Ji Xiaoling introduced that first of all, we must keep the bottom line of safety and strictly investigate all kinds of illegal activities in the certification field. We should pay close attention to the certification chaos that has strong public complaints and prominent risks and hidden dangers, focus on key issues such as unlicensed factory sales, illegal issuance of certificates, and the purchase and sale of certificates, and maintain regular law enforcement and deterrence. In the first half of this year, market supervision departments across the country investigated and handled a total of 3,552 cases of various types of certification violations, involving a total amount of 111 million yuan, and fines and confiscations of 24.9873 million yuan. At the same time, a number of typical cases were exposed, giving full play to the educational and deterrent effect of cases as warnings.
Secondly, focus on prominent issues and crack down on the "hidden rules" of the false certification industry. Incorporate law enforcement inspections in the field of certification into annual key law enforcement tasks, and insist on "one case, double investigation" for illegal activities such as issuing false certification conclusions. We not only investigate and deal with violations of production and operation enterprises' unlicensed factory sales, but also hold certification institutions and practitioners accountable for their illegal responsibilities. Since the beginning of this year, the relevant provinces and cities have been authorized and guided to carry out investigation and investigation work in response to the 9 suspected illegal clues of certification agencies handed over by the "double random, one public" supervision and inspection in 2025.
