The initial boot setup process of Windows 11 ARM devices will be faster, and manufacturers can postpone non-critical updates

Abstract:

Microsoft is adjusting the out-of-box experience (OOBE) of Windows 11 to make the first-time setup process faster for some devices. In the future, hardware partners can selectively skip non-critical driver and firmware updates during the OOBE phase, reducing the time users wait for their computers to enter the desktop. This feature is available for ARM devices running Windows 11 24H2 and newer.

Microsoft introduced a mechanism to hardware partners to provide system manifests (System Manifest) by version during OOBE. System inventory can be used to coordinate driver and firmware updates for Windows on ARM devices; if the device has serious issues that must be fixed before it can be brought to the desktop for the first time, these updates are especially important to ensure the initial setup goes smoothly.

Previously, OOBE would only obtain the latest system inventory that was applicable at the time, so even if some updates were not required, they might be installed during the initial setup process, lengthening the entire process. After using the system list provided by version, manufacturers can set a separate baseline version for OOBE. Only devices lower than this version need to be upgraded during the setup process; other devices can choose to wait for OOBE to be completed before installing relevant updates.

Microsoft emphasizes that this mechanism should only be used to solve serious problems, such as failures that may prevent OOBE from being completed, or increase the risk of returns due to poor user experience. Minor fixes and cosmetic tweaks should still be pushed through the existing Windows Update process. Microsoft also requires partners to provide stable system images before leaving the factory. OOBE is only a supplementary way to install approved critical fixes and cannot replace the requirements for factory quality.

This change is another step by Microsoft to simplify the initial setup process of Windows 11. The goal is to avoid users waiting for unnecessary updates when they first boot up without affecting critical fixes.
